Prompt Input With Bottom Actions always has scrollbars on

This is a regression! Very similar to the previous regressions in Basic stepper as mentioned in https://feedback.heroui.pro/p/basic-stepper-has-an-always-on-horizontal-scroll-2. I would really appreciate if you can catch these regressions through some automations.
